Enterprises have been reluctant to cooperate with universities on commercialisation of their inventions and products because of the lack of intellectual property (IP) protection, according to the Vietnam Invention Association.

Ambassador Duong Chi Dung, head of Vietnam’s Permanent Mission to the UN, the WTO and other international organisations in Geneva, has been elected Chairman of the World Intellectual Property Organisation (WIPO) General Assembly for 2018-2019.

Vietnam is ranked 37th among 45 countries in the latest Intellectual Property (IP) Index report compiled by the US Chamber of Commerce’s Global Intellectual Property Centre.

The report, released for the fifth consecutive year, ranks the United States first and Venezuela last.

On the occasion of being in Viet Nam for organization of the WIPO Regional Forum on University – Industry Collaboration to Promote Technology Transfer on November 2 to 4, 2011, in Hanoi, Mr. Geoffrey Onyeama, Deputy Director General of World Intellectual Property Organization (WIPO) paid a courtesy call to the Vice Minister of Science and Technology, Mr. Chu Ngoc Anh.

The National Office of Intellectual Property of Vietnam (NOIP) and National Institute of Industrial Property of France (INPI) convened the joint committee meeting in Hanoi on 1st November 2011. Director General of NOIP, Mr. Ta Quang Minh and Director General of INPI, Mr. Yves Lapierre co-chaired the meeting. Present at the meeting, there are representatives of French Embassy in Vietnam and related divisions of NOIP.

From 9 – 16 October 2011, a Danish Patent and Trademark Office delegation headed by Mr. Keld Nymann Jensen, Deputy Director General, paid a working visited to the National Office of Intellectual Property of Vietnam (NOIP). The delegation was received by Mr. Tran Viet Hung, Assistant to the Minister of Science and Technology for Intellectual Property and Mr. Ta Quang Minh, Director General of NOIP.

The Memorandum of Cooperation (MOC) between the National Office of Intellectual Property of Viet Nam (NOIP) and the Japan Patent Office (JPO) was concluded on 13 February 2012, under which, the JPO assists NOIP to improve the effectiveness of the Vietnamese intellectual property system, thus facilitating trade and investment between Vietnam and Japan.

On 21/9/2010, the Government has issued Decree No. 97/2010/ND-CP on the sanctioning of administrative violations in the field of industrial property. This Decree replaces Decree No. 106/2006/ND-CP and takes effect from the date of  9/11/2010.

The accreditation examination for industrial property agents in 2011 was held on August 19, 20, 21 in Hanoi and Ho Chi Minh City with nearly 150 examinees. This examination’s contents consist of five professional subjects: Industrial Property Law, Industrial Property Information, Industrial Design, Trademark – Geographical Indication and Invention – Layout Designs. Examinees who pass all subjects of the examination will be granted the Certificate of Accreditation to exercise as industrial property agents.

On 28 September 2017, The National Office of Intellectual Property has issued Decision No. 3262/QĐ-SHTT  on granting Geographical indication registration certificate No.  00058 for the famous “Sơn La” coffee. Sơn La Department of Science and Technology is the organization in charge of managing this GI.

In 2005, Buon Ma Thuot coffee – a product of Dak Lak province, was registered for 'geographical indication' protection under the Intellectual Property Law. The Ministry of Science and Technology recognized this via Decision 806/QD-SHTT dated October 14, 2005. Unfortunately now, three years later, Buon Ma Thuot coffee is not widely sought and has not been made popular through successful advertising
